Minutes of the Regular Meeting

Approval of the Orders of the Day and the Minutes
The meeting was called to order at 10:05 a.m.
It was moved and seconded to approve the orders of the day. The motion passed.
It was moved and seconded to approve the minutes of the November 1, 2002, meeting.
The motion passed.
President's Report
It was moved and seconded to hold a joint meeting with the Council of Presidents
on January 16, 2003. The motion passed.
President Markunas reported on a number of items including the meeting with
the COP, the NEA Advisory Committee on Higher Education Research, the MTA Summer
Leadership Conference, the Employee Relations Committee, the resolution on Iraq
and the distance education bargaining survey.
Vice President's Report
Vice President Minasian reported on his activities in connection with the MTA
legislative agenda and his ongoing work with new member workshops.
Treasurer's Report
Treasurer Price outlined monthly expenses for fiscal year 2002-03.
It was moved and seconded to pay a $500 stipend to up to six MSCA/NCHE members
to attend the 2003 Higher Education Conference in Washington, D.C. If fewer
than six members attend, additional reimbursements will be made on an equitable
basis not to exceed the $3000 pool limit. The deadline for applicants is February
15, 2003. All expenditures are subject to verification. The motion passed.
Secretary's Report
Secretary Concannon reported on a meeting at STCC to discuss pending legislation
that would repeal Social Security offsets (WEP/GPO).
MTA Report
Consultant Sirutis discussed new member workshops and other issues.
It was moved and seconded to go into executive session. The motion passed.
It was moved and seconded to leave executive session and to report out the following
motion: The MSCA Board of Directors unanimously votes its confidence in Robert
Whalen and his ability to represent our membership.
The MSCA president is directed to report this vote to appropriate MTA officials.
The motion passed.
Local Chapter Presidents' Reports
The local chapter presidents reported on activities on their campuses.
Attorney Marcia Weiss discussed the pros and cons of local chapter incorporation
and possible liability of officers of any given chapter. These issues are being
studied before anything definitive occurs.
The meeting adjourned at approximately 3:15 p.m.
