1. Meeting Called to Order
The meeting was called to order by Paul McGee, the President, at 2:00 p.m. in Central Campus Rm. 131.

2. President's Report
MSCA Sick Leave Bank
In the years 2000-2003 payroll didn't deduct a sick day from each member of the Sick Leave Bank. Due to this error there is a negative balance of 489.42 days in the Bank as of 3/6/04. To make up the difference VP Diane Lapkin proposed two "Call for a Day" this semester, with additional days called as needed. President Paul McGee suggested that only one day each be contributed by MSCA members and the remaining days be made up by the college. Additional discussion took place regarding the administration of the Sick Leave Bank and Human Resources in general.

Advising Day 2005
VP Lapkin suggested a workshop for all faculty who do advising take place spring semester 2005. Classes would be cancelled to allow faculty to attend this event. Discussion regarding this proposal followed. The Executive Board felt the Advising Day might be helpful. However, the Executive Board suggested the following: that the Advising Day be held in Fall 2005, that the event not be mandatory for faculty members to attend, to try not to have outside consultants, and to work with Alex Gordon on this project (Gordon provides workshops for faculty advisors already).

Other News and Business
DGCE Ratification Vote is 3/31/04, 1-7pm, Central Campus and North Campus.

April 20, 2004 BHE meeting at Fitchburg State. The MSCA has a protest planned for the meeting.

General discussion followed on the dismal state of Day Bargaining and the BHE's staff members' unpleasant behavior.

President McGee mentioned that it is possible state employees (other than high paid administrators/managers) may end up having to push for a legislative pay raise.

3. Approval of the Minutes
It was moved and seconded to approve the minutes of 03-04:4. The motion carried.

The meeting was adjourned at 3:30 PM.
