At 9:00 a.m. tomorrow (Thursday, February 7, 2019) management will take its final shot at abolishing “The 15% Rule.”  The Supreme Judicial Court will hear arguments from the Board of Higher Education (BHE) as to why the language they bargained should be voided (as a non-delegable management right).  Chief Counsel for the Commonwealth Employment Relations Board and MTA Attorney Laurie Houle will argue that the BHE rightfully negotiated an enforceable limit on its authority.
