Economic Provisions for the BHE-MSCA Tentative Agreement

Articles XIII (Salary) and XIIIA (Minimum Salary Formula)
Eligibility for Full-Time Unit Members and Salaried Part-Time Faculty

MSCA Perspective, April 2001

Only those day unit members who were employed on December 30, 2000, will be eligible to receive the pay increases and bonuses that take effect on that date. Unit members who were employed on that date but who have left or will leave the unit prior to the implementation of the pay raises will receive prorated payments of the increase plus the bonuses. Use Worksheet One to calculate your pay increase and bonuses during the life of this contract.

All unit members will have their salaries compared to the Minimum Salary Formula (Article XIIIA) that took effect on January 1, 2000, prior to the implementation of the pay increases for December 30, 2000. Any salaries that fall below the minimum formula will be adjusted to meet the minimum salary; any such increases will take effective December 30, 2000. Use Worksheet Number Two to see if you are eligible for a salary increase under Article XIIIA.

*Equity adjustments will be granted to all unit members (a) whose performance was satisfactory in accordance with Article VIII, Section O and (b) who held a terminal degree as defined in Article I, or a non-terminal master’s degree plus post-master’s academic work, or the equivalent.

**Step equivalent adjustments will be granted to all unit members whose performance was satisfactory in accordance with Article VIII, Section O.

***Unit members shall not apply for bonuses. The Vice President, after consulting with any appropriate dean or deans, shall make recommendations to the President concerning the recipients of merit bonuses and, in each case, the amount of the bonus. The decision of the president shall be final and binding.

Promotion pay increases will be increased from the current $ 2000 or 5 % of base salary, whichever is greater, to the figures below:

After the promotion increase has been applied to the memberÕs salary, that salary will be compared to the minimum salary formula, effective on that date, and an additional increase will be made to raise the memberÕs salary to meet the minimum salary.

Terminal Degree Adjustments
Members who were not previously credited with a terminal degree or its equivalent, who earn a terminal degree during the new contract, will receive a pay increase of $ 2226 (effective 9/1/01), $ 2309 (effective 9/1/02) or $ 2384 (effective 9/1/03) on the appropriate September 1st following the receipt of the terminal degree.

Eligibility for Part-Time Day Unit Faculty Who Receive Per Course Stipends
Part-time day unit faculty members, who receive per course stipends for their work or who are paid by the hour, will receive an increase of 5 % for this semester and each year of the contract. See the table below for specific figures. Other part-time work will be prorated accordingly.

The teaching of six (6) credits per semester shall constitute half-time employment for purposes of GIC entitlement, provided there are no objections by the GIC.

No DGCE unit work is affected by this pay increase for either full-time or part-time faculty.

Article IV (Benefits)
Health and Welfare contributions will increase to $ 9 per week per FTE unit member, effective 7/1/01, and to $ 10 per week per FTE unit member, effective 7/1/02.

The sick leave buy-back formula will change the denominator to 160 for all unit members who retire after the date of the contract ratification and on or before August 31, 2003.

Unit members on nine-month contracts shall have one day of personal leave per semester; if unused in the spring semester, the day could be carried over to the fall semester of the same calendar year, only. This provision will begin with the spring, 2001, semester.

Article VI (Department Chairpersons)
The chairs' stipend will double from $ 750 each semester to $ 1500 each semester. This increase will become effective with the spring, 2001, semester.

Instructional workload reductions for chairpersons will be calculated based on the fall semester staffing, not the spring semester.

Article XIV (Professional Development)
During AY 2001-2002 and AY 2002-2003, 1 1/2 % of the unit payroll will be available for professional development/continuing scholarship activities. One per cent (1 %) each year will be divided equally among all unit members; it is estimated that the amount will be about $ 500 each year. Any monies unused or unencumbered by December 31 of each year will be rolled over into the remaining 1/2 % pool, to be distributed upon successful application to the Academic Vice President. No more than a total $2000 can be given to a unit member each year.
