On Friday, February 25th, the MSCA/MTA and the Board of Higher Education/Council of Presidents bargaining committees met to work out the details of a tentative agreement for 2004-2007 in order to produce a written document for signing. Several unresolved or unclear points remained (and still remain) from the February 18-19 negotiating session. The parties are scheduled to meet again on Monday, February 28th, to continue this work. Terms of the agreement will be provided to members in the coming weeks.
In the course of the meeting on February 25th, the parties agreed to several modifications of the verbal agreement reached on February 18-19. One of these is that the Special Performance (merit-based) Award each year (Article VIII, Section O) would be as follows: $400 for Instructors/ Assistant Librarians/Library Associates/Library Assistants, $500 for Assistant Professors/Associate Librarians, $600 for Associate Professors/Librarians, and $700 for Professors/Senior Librarians.
The parties also worked out more of the details of the new post-tenure review merit pay option. Both the Special Performance Awards and the merit pay increases based on the new post-tenure review option would be included in salaries and are not one-time bonus payments.
The MSCA Board of Directors is scheduled to meet on March 4th to determine its recommendation to the membership on ratification and to set the ratification date. Details of this tentative agreement will follow in the MSCA Perspective and on the MSCA website. We expect to be able to post an Excel spreadsheet on the MSCA website to assist faculty and librarians in calculating pay increases expected over the term of the new agreement. In preparation for the ratification vote, information meetings at each campus are being scheduled.

We have agreed with management that MSCA officials, only, will represent the tentative agreement to the faculty and librarians in the day bargaining unit.
