Dear Colleagues:
Per direction by the MSCA Day Bargaining Committee and the MSCA Board of Directors, I am sending this message to all faculty and librarians about the status of day contract negotiations.
On Monday afternoon, we presented to representatives of management the formal proposal that is attached to this email and copied below. In light of the state college presidents' faculty salary study, which corroborates our own findings that state college faculty are paid significantly less than college faculty at comparable institutions, we are willing to withdraw all items in our March 29, 2004, proposal that do not relate to compensation from the bargaining table, if and only if management's representatives are willing to do the same with their proposals that do not relate to compensation.
Removing the time-wasting and divisive proposals offered by the presidents would allow both sides to focus on compensation, especially the restitution of our salaries to that of our peers.
Please send an email message or other written communication to your college president and chairperson of your local board of trustees with the following message:
* thank them for their sponsorship of the faculty salary study, and * urge their support of the MSCA proposal of October 4, 2004, that both sides remove their proposals that do not relate to compensation from the bargaining table and for both sides to focus on compensation issues for faculty and librarians in the bargaining unit.

Re: MSCA-BHE Negotiations for July 1, 2004- June 30, 2007 Agreement
Dear Peter:
This is a formal proposal from the MSCA.
In order to expedite the bargaining and allow the parties to focus on compensation, the MSCA will withdraw all items in its March 29, 2004 proposal that do not relate to compensation if the BHE will do likewise with its June 28, 2004 proposal, provided that the parties will incorporate all agreements arrived at to date, including the provision for mediation of grievances.
The complete MSCA proposal of March 29, 2004 remains on the table if the BHE rejects this proposal in whole or in part.
