Dear Colleagues:

I am pleased to report that neither the House nor the Senate acted upon Governor Romney's proposal to increase the health insurance premiums paid by state employees from its current 85%/15% share. Once again, your telephone calls, emails and letters made the difference in keeping this important benefit and fending off a pay cut for state employees. Thank you for your help and cooperation on this issue.

Governor Romney's proposed budget for FY 2004 (House One) will be released at a press conference next Wednesday. It is expected that his proposed legislation to reorganize state government, including public higher education, will be released at the same time. I will represent the MSCA at this press conference and at the meeting of the Board of Higher Education the following day, scheduled at Framingham State College. The next issue of the MSCA Perspective, currently in production, will be devoted to a critical examination of this proposed legislation.
