Dear Colleagues:

Jack Flanngan reports that the Early Retirement Incentive Program (H4767) was reported out favorably by the Joint Committee on Public Service today. It will go to House Ways and Means tomorrow, and then will be voted on in the House on Thursday. A vote in the Senate must then be scheduled. The bill has been amended and will be assigned a new number. I will arrange to have a fax copy of it sent to all chapter presidents tomorrow.

The "window" of time to sign up for early retirement will be January 1 to February 15th. Higher education employees who take the incentive will retire on June 15th, earlier with the permission of the college president. The backfill language is in dollars rather than positions; Jack is seeking clarification on it.
