1. Meeting Called to Order
The meeting was called to order by Paul McGee, the President, at 1:00 p.m. in the Harrington Building Conference Room, South Campus.

2. Approval of the Minutes
It was moved and seconded to approve the minutes of 04-05:4. The motion passed.

3. President's Report:
Motion by MSCA/Salem Chapter:
The following motion from the MSCA/Salem Chapter Executive Board Meeting of October 20, 2004:

It was moved and seconded that Paul McGee bring the following motion to the MSCA Board of Directors and Bargaining Committee: That MSCA Board of Directors and the Bargaining Committee to consider establishing a state-wide policy of withholding grades for Semester I until the last allowable moment. Said grades would be delivered to the Chapters' offices and then delivered by a Chapter officer to the appropriate place. The motion passed.

was brought before the MSCA (state) Board on November 5, 2004. The motion was made and seconded, but did not pass. Members of the board commented that it's too early to do something of such a serious nature; that it would potentially hurt the students; that this could be considered the action of a strike; and by not following administrative procedures for turning in grades, the students' privacy might be violated.

Protest Strategy:
President McGee reviewed strategy recommended at the last MSCA Board meeting on November 5, 2004:

November 29-December 2, 2004
No-confidence vote of the Board of Higher Education (BHE) on all campuses November 29-December 2.

It was moved and seconded that department liaisons circulate a petition to unit members indicating a vote of no confidence in the Board of Higher Education. The motion failed.

Tables will be set up on all four SSC campuses for the voting. Information on the December 3 protest will also be available at the voting tables.

December 3, 2004, 11:30 a.m.-1:00 p.m.
Informational picketing, in caps and gowns, in front of Tocco's office at One Financial Place, Boston, MA President McGee will look into the possibility of renting a bus to transport MSCA/Salem Chapter members to the protest.

Ban on Voluntary Activities
A motion was passed at the MSCA Board meeting on November 5, 2004, that MSCA members not perform any voluntary activities, beyond as stated in the contract, that college administration asks MSCA members to do. Discussion regarding this motion followed. Generally, it was stated that all MSCA Salem/Chapter members must be supportive of this activity for it to be effective.

An emergency chapter meeting will be scheduled either November 15, 2004 or November 22, 2004 to discuss protest strategies and get MSCA/Salem Chapter members energized. Food will be served. Another chapter meeting will be held in December.

Health Insurance:
President McGee announced that the health insurance rates have a sunset clause that takes effect May 2005. If the legislature does not change the rates at that time, the rates will revert back to their previous levels.

Rank Adjustments:
Local college boards of trustees can make salary rank adjustments locally. This may raise salaries, of a small number of MSCA Salem/Chapter members, up to minimum salary levels.

Grievance Officer, Maggie Vaughan, presented her report.

5. Treasurer's Report:
Treasurer, Michelle Sweeney, presented her report.
